As per apnaqanoon,Article 54 read with Article 61 of the Constitution provides, the President may from time to time summon either House or both Houses. The Rules of Business 1973, provide that the Federal Government through the Prime Minister shall prepare a summary for the summoning of the session and its reference to the President according to constitution law/qanoon.
